Usually, yes—if your lot is in the R1-1 zone (this replaced the old RS zones city-wide in Oct 2023) and you have lane access. Typical minimums: lane access, min. lot width 7.3 m (24 ft) measured at the lane, and at least 4.9 m (16 ft) separation between the main house and the laneway house.
